Your faith in resurgence of Small caps seem to be paying off! IWM is on a tear, eh?! However an article in Barron's seem to suggest that it is bit early to dive into Small caps!
Having said that, can you suggest some LOW COST Small cap ETFs both in the US and the rest of the world. If you want to give some for growth and some for value, it will be appreciated.

Q: Hey folks, hope everyone is enjoying the summer season. I own basically an equal weighting of BN (4%), BAM (4%), BEP(4%) in our various accounts. I'd like to buy a 4% position in BIP. Now comes my question, should I be a lumper or splitter - that is, am I ok looking at these as 4% positions, or would I be better to look at this as 12% position moving to 16% wrt Brookfield products??

But it has languished since Aug 2022 when I took up a position to the tune of (as of today) a tad over -8%. Considering market conditions since that time and the fact the Blackrock index is made up of some 50+ S&P/TSX composite index stock, shouldn't I be enjoying a little bit better performance on the capital gains side of things? My goal with this ETF was to enjoy the dividend and appreciate a 4 or 5% per year return or at least stay close to par. Is there something I'm missing? Are my expectations unreasonable? What is your interpretation of what drives this ETF?
