In the 60s, a self-made, wealthy graduate of the Benjamin Graham, Columbia University program which warren Buffett praises, recommended that investors keep half of their portfolio in cash. When the market drops 10%, he recommended that they use a third of that cash to buy stock bargains. Today, that would be a US market index ETF. If the market drops another 10%, he recommended that they use all their cash to buy bargains, again, say a US market index ET. And if the market drops another 10%, he recommended the investors margin their portfolio fully.
I would appreciate your views on this seemingly risky approach to investing money not needed for near-term use.

Mastec Inc, an US company reported qrt earnings last night, raised its 2017 guidance, share went up after market trading. Today early trading its share went up more then 3.50 or 8%, but later it reversed to fall and ended up 3.00 drop in share price or 6.5%
I am holding this stock, and need your help to enlighten me what is the reason for the share price reversal.
Pls also give your thought for the outlook of this company.
Q: Mastec reported a record quarter with eps of .99 against an estimate of 0.62 and increased its guidance as well. The stock spiked 7% but is now in a downward drift trading below the pre release prices. Could you direct me to any information or news that would help explain this downward pressure? Q: I don't have any US exposure and would like to add 10% of my portfolio to ZWH in my Cash account (non registered). Are the dividends eligible for the dividend tax credit? Are they paid in US funds and would there be any withholding tax? Do you have a better suggestion to get US exposure with a decent yield.
Q: With the latest trend to electric vehicles it would seem that cobalt producers would be an attractive investment. However, my effort in finding an ETF or even a major producer specializing in cobalt hasn't gone well.
