Q: I understand that the VOO is likely to be extremely tax efficient.
If I only had a USD NonReg account would you expect VFV and VSP to be just as tax efficient as VOO?

No; VOO is a US listed ETF holding US stocks directly. The other two are Canadian ETFs owning US ETFs. This makes the latter two slightly less efficient from a withholding tax point of view.
