It can be tricky and there is no perfect answer. Essentially, it is when "everyone" hates a sector or stock and nothing ever seems to go right for it. Good news is treated with a yawn and bad news as confirmation all is bad. Valuations of course get attractive but it is also a situation where even in a good market the sector goes down. Trading volume can be one clue (looking for gaps down and capitulation). Technicals can help at times. Multiple broker downgrades after bad news and stock declines are other clues.
