BYL has given rights to all shareholders, allowing them to buy more shares (if they choose to). One share gets one right. Eacg right allows the purchase of a new BYL share at 19 cents until December 19. Since the stock is currently below 19c, the rights do not have much value currently. With market cap at only $19M we would not want 'more' of this stock right now.
